POST /api/cyeproc/opened_bids

The opened bids of one Cyprus call on eprocurement.gov.cy by resource id: title, status, publication date, the closing and opening date of each cycle, and every bid with its envelope, lot, economic operator, bid id, financial value and actual financial value in EUR.
Takes the `id` of a cyeproc/opened_tenders/search or cyeproc/tenders/search row; a call whose tenders are not opened yet answers 412. A value the authority did not disclose comes back empty, and a call re-run in a later cycle lists the bids of each cycle under its `cycle` number. `tender_url` is not filled; pass `id` to cyeproc/tenders for the call itself.
