POST /api/cyeproc/tenders/search

Search Cyprus public calls for tenders from eprocurement.gov.cy by keyword, newest publication first or sorted by any column. Returns one row per call: resource id, title, contracting authority, publication date, submission deadline, procedure, status, EU threshold, award date, estimated value in EUR, cycle and notice PDF.
`query` matches word prefixes and several words only as one exact phrase; a resource id matches its own call. Preliminary market consultation rows carry no `url` and answer 412 on cyeproc/tenders. Pass `id` to cyeproc/tenders for CPV codes, lots, dates and award values, or, once the tenders are opened, to cyeproc/opened_bids for bidders and prices; a call still in submission or awaiting opening answers 412 there.
