Search Doffin contracting authorities by name, with the id each buyer carries in the notice index and the number of notices it has published.
Returns the three authorities with most notices whose name contains the keyword, so Trondheim finds Trondheim kommune and Trondheim Renholdsverk AS; make the keyword more specific to reach a smaller buyer. Pass the id of a row as buyer in doffin/tenders/search to list that authority's notices; there is no buyer page beyond this row.
