Search Doffin contract winners by name, with the id each supplier carries in the notice index and the number of award notices naming it.
Returns the three winners with most award notices whose name contains the keyword; make the keyword more specific to reach a smaller supplier. Pass the id of a row as supplier in doffin/tenders/search to list the award notices naming it; a supplier that never won a published contract is not in this index.
