Get full metadata of a dataset on the EU Open Data Portal (data.europa.eu) by dataset ID or URL. Returns title, description, publishing organisation, creators, contact points, data themes/categories, keywords, country, languages, access rights, update frequency, quality score, temporal coverage, spatial geometry, source catalog, and the list of distributions (downloadable files / API access points with format, media type, download URL, languages, availability, and license).
