List the public exhibits filed with an FCC equipment authorization application: title, exhibit type, file type and submission and availability dates.
Take `id` and `fcc_id` from an fccid/authorizations/search row. An application with no public exhibits returns an empty list. The FCC serves an exhibit file only to a request whose referer is the application's exhibits page, the `exhibits_url` of the search row; a direct link answers 403.
