List releases of a GitHub repository by owner/name or repository URL
List the releases of a GitHub repository by 'owner/name' slug or repository URL, newest first. Returns tag, name, changelog text, draft/prerelease flags, author, downloadable assets (name, size, download count, download URL), and timestamps. Set latest=true to return only the most recent published release.
