Japan Customs 3-digit country and territory codes with their English names and the geographical zone the customs authority groups them under
Resolve a partner country into the 3-digit code the trades endpoint filters on. These are Japan Customs' own codes, not ISO — Korea is 103 and China is 105 — so never pass an ISO code or a country name to `countries` there. The zone in `region` is the customs authority's geographical grouping and is a different partition from the way the regional dataset files are cut, so it does not tell you which file a partner is in: match the code against the code range each `datasets/search` title carries instead.
