One Japanese national government procurement notice from the p-portal by notice id: the case number, procurement type and classification, name, publication start and end dates, procuring organisation and its location, item category, the full notice text and the procurement document links.
Takes a `notice_id` from a jpportal/tenders/search row. A notice resolves while it is published; once its publication period ends the call answers 412. `procurement_number` is the case number that jpportal/awards/search rows carry.
