Get the text of one page of Japan's official gazette (官報) by issue id and page number, decoded from the page PDF in reading order, with whether the page is a scanned image and the page and PDF links
A scanned page carries only its running header as text. Court notice pages are scanned while the issue is within 90 days of publication; issue ids and page numbers come from kanpo/issues and kanpo/notices/search.
