POST /api/marchesci/terminated-contracts/search

Search public contracts terminated in Cote d'Ivoire for default or for service need, and company rehabilitations, as listed by the public procurement directorate (marchespublics.ci), by subject words, company, contract number, kind of decision and decision date. Each row carries the contract number, subject, company, decision date, kind of decision and the decision document when one is attached.
Rehabilitation rows name a rehabilitated company rather than a terminated contract, so filter decision_kinds when only terminations matter. Most rows carry no decision document.
