Get one call for tenders from the Senegal national public procurement portal by its id or URL, with the reference, subject, procurement method, category, publication date, submission deadline and the full notice text when the portal publishes one.
Pass the id of a marchessn/tenders/search row that has a category_code; the portal has no notice page for the others. notice_text is empty when the portal publishes no text for the notice, and when the text could not be fetched, which X-Warning then states.
