Get a MITRE ATT&CK mitigation by its ATT&CK id
Use this for the defensive control ATT&CK files under an M-number. ATT&CK retired most of its Enterprise mitigations in favour of a smaller set, so an M-number from older material may no longer resolve — treat that as a statement about the catalogue rather than a lookup failure. Which techniques a mitigation covers is a separate collection, keyed from the technique.
