Get a MITRE ATT&CK tactic by its ATT&CK id
Use this for the adversary objective behind a TA-number. The shortname it returns is the token techniques carry, so match a technique to its tactic on that rather than on the display name. ATT&CK 19 renamed several Enterprise tactics — Enterprise's 'defense-evasion' is now 'stealth' — but defense-evasion itself stays live as the Mobile domain's tactic, so it is still a working value there.
