List the World Manufacturer Identifiers registered to the manufacturers matching a name.
Use it to find every VIN prefix a manufacturer uses, for example to recognise its vehicles in a VIN list. The name is matched as a fragment across subsidiaries, so check `manufacturer_name` on each row; pass a `wmi` from here to nhtsa/wmis for its make and parent company.
