Get one contracting authority registered in Romania's SEAP / SICAP by its entity id or fiscal code: name, fiscal code, address, city, county, e-mail, phone, fax, website and whether it is a utility.
Pass buyer_entity_id from sicap/direct-acquisitions or buyer_detail.entity_id from sicap/awards as buyer_id, or the buyer fiscal_code of any search row as fiscal_code, never both.
