List every US Harmonized Tariff Schedule line of one chapter, in schedule order, with duty rates, units of quantity and footnotes
Use this to walk a whole chapter rather than to look one code up. Rows come back in schedule order and the tree is carried by indent plus that order: a row nests under the nearest row above it with a lower indent, and a row with is_group_caption true is a caption owning the rows after it. Chapter 98 holds the US special classification provisions and chapter 99 the temporary duty suspensions and Section 232/301 additional duties, so a product's total duty can depend on a chapter 99 line as well as its own. Chapter 77 is reserved and carries no lines.
