Search annual procurement plans of Kyrgyzstan buyers on goszakupki.okmot.kg by buyer name words, buyer INN and plan year. Returns one row per buyer, year and plan status with the total amount.
A plan is keyed by the buyer's `inn` and the `year`; pass both to zakupkikg/plans for the budget lines and the planned items with OKGZ codes, quantities and unit prices.
